State Asset Management

Opportunities and Obligations

Funding

  • Systems with asset management plans are awarded SRF priority points.
  • Funding is available for operator training focused on utility asset management software, AM training for PWSs, and for developing and administering an asset management Training and Technical Assistance Contract. Funding for increasing public outreach and engagement for AM is also available.
  • DWSRF funds require PWSs to demonstrate TMF capacity and develop an asset management plan. Up to 20% of funds can be withheld if there is failure to demonstrate the efficacy of the state strategy and asset management requirements.

Regulatory

  • Each PWS in the state serving less than 50,000 is required to create an asset management plan.
  • Sanitary surveys incorporate AM.

Assistance

  • Operator training focused on utility asset management and asset management is utilized. Free AM training and assistance to PWS personnel is available.
  • AM efforts are included in the triennial Capacity Development Report to the Governor’s Office. The state also uses its website and social media to promote AM.
  • Assistance is provided to develop AM plans and the development of an AM and technical assistance contract.

  • Funding for AM training for Missouri Department of Natural Resources team is available.
